Ambiguous IP Blocking Criteria and Lack of Appeal Process

The current IP blocking system on newly launched on-campus study platforms can be overly restrictive, blocking IPs without prior notice for exceeding predefined thresholds. This leads to structural false positives, causing inconvenience to users. A clear appeal process and more sophisticated blocking criteria are needed.
