Office 365 Phishing Email Filtering Failure

A surge in phishing emails bypassing Office 365 filters has been reported, despite SPF and DMARC failures. These emails appear to come from the recipient's own account and contain links to password reset or voicemail. The issue persists even for users with E3/Defender licenses.
