Extracting Firmware from Locked TI LM3S2620 for Right to Repair

The goal is to extract the 128KB firmware binary from a locked TI LM3S2620 chip to enable reflashing of a replacement chip for agricultural right to repair purposes. The manufacturer refuses to provide the firmware for a discontinued product. Current debug access methods (JTAG, SWD) are not working, likely due to firmware modifications.
