Stuck Authentication Methods in Entra

Users with SMS/Phone sign-in methods cannot be provisioned in Cross-tenant synchronization due to Entra limitations. When the only other method is a passkey, the SMS/Phone method cannot be deleted as it's the default. This creates a bottleneck for users who have switched to Passkey sign-in.
