Establishing IPsec VPN with identical peer IPs

A company faces a challenge in establishing a site-to-site IPsec VPN with a new customer who has the same public IP address as an existing customer. The existing setup uses policy-based VPNs with traditional IPsec on a virtual Fortigate on Azure. The goal is to find a workaround to create the new tunnel without changing the existing IP address.
