MFA Enforcement Conundrum with Security Defaults

A legacy Office 365 tenant with mixed licensing faces issues with MFA enforcement after enabling Security Defaults. Users previously registered for MFA under the legacy setting now show as MFA Disabled, and logins from new IPs do not trigger MFA. The tenant cannot move to Conditional Access due to licensing constraints.
